Internet Demand-Side Management
The University makes use of a demand-side management (DSM) system to encourage people to make use of the Internet during less congested times. This system effectively makes downloads at certain times of the day or year "cheaper" than normal. Demand-side management favours large transfers in an attempt to allow more interactive web-use during normal times.
Users are encouraged to schedule their large downloads to happen overnight. Many download managers allow you to do this automatically, and you're encouraged to make use of such software where possible.
