ResNet installation schedule 2004/07/26
As of July 2004, R533 403 has been spent on ResNet installations,
R24 935 on "bursaries", and R88 768 on the purchase of switches.
There has been income of R508 121, and R160 000 was borrowed from
the SEALS surplus account in February. R20 000 has been transferred
into the ResNet accounts by the Dean of Students in order to complete
connections for wardens.
This leaves a ResNet surplus of about R41 000, out of which Truro,
Prince Alfred, and Skidds 1-4 have to get wired up, the not yet
connected wardens need to be connected, and the balance of "bursaries"
needs to be paid.
It should be glaringly obvious that the money for ResNet has run
out before achieving it's centenary goal.
The only viable solution would be to "borrow" money yet again, but
the problem is that the SEALS account from which past borrowings
have been made is still deep in the red. So, overall, the enthusiasm
to play financial games and borrow from overdrawn accounts is about
zero, other than to cover commitments to "bursaries".
Looks like the end of the line for ResNet for this year, despite
naive promises made earlier. And, of course, this messes up the
start to next year because the next available injection of money
from income will be sometime in March 2005.
The only connections that will be made from now on are those that
do not involve the IT Division in additional expenses, i.e. that
do not involve the installation of infrastructure other than the
commitment to connect up any missing wardens except those in Truro,
PA and Skidd. Truro and Prince Alfred will, at worst, only get
connections in the 2nd half of 2005 - i.e. they may be delayed by
exactly a year.
This state of affairs is a well known problem:

But the next seldom seen paragraph seems quite appropriate given the
overall context in which ResNet has been put together:
"To make his example the more impressive, Mr. Micawber drank a glass
of punch with an air of great enjoyment and satisfaction, and
whistled the College Hornpipe."
i.e. the IT Division hasn't done that badly, given the constraints it
has had to work under. Tough luck to those who've lost out, and
while we've tried, we're tired.
