Originally trained as an architect in South Africa, Russell Grinker has worked as a lecturer in Swaziland; for housing associations and co-operatives, and as an architect,  in Britain; and in South Africa since 1991 as development practitioner and trade union educator. In the 1990s, he worked for one of the largest NGOs in the Eastern Cape province, Afesis-corplan, which focused on housing and local government.

In 1995, he joined the newly founded Eastern Cape Socio-Economic Consultative Council (ECSECC). ECSECC, a provincial parastatal providing planning and policy support, is  overseen by a board representing  government, organised business, higher education, the Eastern Cape NGO Coalition and unions. His work in ECSECC included active support to organised labour. In 2019 he retired from ECSECC after a total of 15 years, having also worked for other agencies as a development consultant, including helping establish the Thina Sinako Provincial Local Economic Development Programme. He has a long track record developing policy and programmes to maintain and grow industry, agriculture and employment in the province, and has maintained a lengthy relationship in support of organised labour in the province.
